    Sure, you open Network and Sharing Center - Change adapter settings, then press Alt key at Network Connection window and from menu "Advanced - Remote Access Preferences" (it's on screenshot too I previously posted in here), and under Autodial just untick the box where it sais "Enable autodial by location"
