If you want to send a file to another device via bluetooth, you need to ensure 3 things. One the other device should be bluetooth enabled, two bluetooth needs to be turned on on that device and three Discovery needs to be turned on for that device (that means the device is visible and discoverable).

Check that bluetooth services are started and set to automatic start on the computer.

Check in the Startup tab in MSCONFIG whether theres a bluetooth entry, if its there tick the box (i.e. it'll start with windows).

Can you see the bluetooth icon in the notification area? Click on it, then click on "Open Settings". This is what it looks on my computer.

    1) When you right click on a file, then click Send, is there an option called Bluetooth in the popup list? What happens when you click on it?

    2) Click on start orb, Devices and printers, then click Add a device. Does your computer search for one?

If nothing is helping, try uninstalling the bluetooth drivers, reboot, then reinstall. Also, see if you can get another set of drivers.

In device Manager, do you see Bluetooth? Mine shows like this.

The peripheral devices are not core to the functioning of bluetooth, you should still be able to send and receive files.

Ok, do you have these 2 services running- Bluetooth service and Bluetooth support service?

And in the task manager, can you see these 3 processes- Btstackserver.exe, bttray.exe and btwdins.exe?
