Windows 7 Home Premium 64bit

Here it is 2015 and it still took several hours to get an old usb scanner working. I NEVER would have got it if not for YNNAD179!

The answer to the question is being provided for anyone who comes here with the same or a similar question.

I have good news...

Microsoft actually offers a solution to your problem. It is called Microsoft Fax and Scan and is pinned to the top of the Start Menu. (See below for a screen shot of its location.)
