Hi i recently installed windows 7 ultimate 32bit from Xp and there is a problem with internet i bought a Network adapter it shows that the internet connection is available but when i go on IE7 the connection speed is slow it takes about 10minutes to get to google . do i have to download some extra drivers ?

If the network connection is working, then it's unlikely it's a driver issue. Unfortunately speed problems are notoriously difficult to pin down, but lets give it a shot.
Firstly, I see you have filled out your system specs, so well done you :) However you seem to have omitted your network adapter. If you can tell us what it is (make and model) we may be able to find you some updated drivers, the one's that come with the adapter are very rarely up to date.
i bought this network card yesterday with the drivers PCI (32 Bit) Gigabit Ethernet 10/100/1000 Card when i get to a website where i can download items up to 3mb/s but it takes very long to get to the website

Oh dear, an unbranded card. Makes life considerably more difficult as it may be hard to track down drivers for it.
Try downloading Speccy: Speccy - Download and see if it can give you any more info about the card, namely who made the chipset. I would almost put money on it being Gigabyte, Realtek or Ralink but wouldn't like to say for definite.
However, you say you can download at 3Mb/s but browsing is slow, this to me actually suggests that it may be a problem with your Internet rather than the card, if it was the card I would expect all network usage to have a problem. Do you have another computer? If so is it also experiencing problems? Or is it just this one machine.
i have 2 other laptops that use wireless and they dont get no problems at all its just browsing is so slow and download and upload is fast
could it be that some drivers are missing because i installed win 7 from xp at first when i installed windows 7 i didnt have no sound drivers so i bought a sound card and it works perfectly but internet card works but i dont know very slow browsing
and sometimes when i try to get on a online game it always says something about Enable Debug Output this program will now close or is that nothing to do with this??
i tried several of internet cards and all have same problem and in device manager it says that i dont have ethernet controller and do i need it?

Ok, let me get this straight, this is the situation as I understand it, please correct me if I am wrong.
You have used several network cards on this machine, and all are experiencing the same issue with browsing speeds. In addition you have 2 laptops which connect wirelessly which can browse absolutely fine, the issue is specifically with this one machine.
Assuming the above is correct, here are a couple more questions and suggestions for you:
What brand of card are the other ones? Are they all unbranded cards?
Have you tried changing LAN port on your Router?
What happens if you connect the laptops via ethernet cable and turn off the wireless? Are they still unaffected?
Lastly, I have had a little bit of an idea.
Open an elevated command prompt (search for cmd in start menu>right click>open as administrator)
type "ipconfig /all" (no quotes) and press enter.
Find your network card, and make a note of the IP address under "Default Gateway" to obtain your Router's IP address (if you don't already know it)
type "ping <router's IP address>" (no quotes or <>'s)
post back the results.
i used 4 cards in total d-link intel and 2 unbranded cards and all got same problem and when i connect laptops to the modem via ethernet cable it works perfectly its just my machine that has this issue
