    catalyst 9.x + ati 9550 = no custom resolution?

I can create a custom resolution, but seems that 1280 x 768 is the only resolution that win7 will "apply". Could it be that windows 7 is overriding the ati ccc settings?

the ccc window "shows up" with catalyst 9.1 (vista) and I am able to add a custom resolution. Just not able to apply it. When I try to "use" this or any other resolution that isn't 1280 x 768 (currently set via display in control panel) the screen will either go black and not detect my tv until restart, or just stay at the current resolution. The only reason I have on 1280 is because 1152 x 640(?) fits only the centre of my screen. While 1280 cuts off the a bit of all 4 sides.

Ati stopped supporting many legacy video cards with 9.3
