Please be precise about this card...
Is it simply "TV Wonder Pro", or is it "TV Wonder 550/600/650/750 Pro"?
The older "TV Wonder Pro" card does NOT have Win7 drivers.
The newer "TV Wonder xxx Pro" series of cards DO have Win7 drivers.
Go to this ATI driver download site, and select the proper items on the dropdown lists to describe your environment. You're looking for the "TV Tuner products" and "TV Tuner series" items, and beyond that it's up to you.

That is specifically why I asked the OP what actual TV tuner card he had... because it is very very relevant.
Like I said, the "Theater xxx Pro" newer series of cards (like yours) DO have Vista/Win7 drivers. You may refer to them as "TV Wonder Pro xxx", but they're listed on the ATI site as "Theater xxx Pro" cards. These DO have Vista/Win7 drivers to support them. In fact, I use these drivers to support my "TV Wonder 650 PCI" card as well under Win7.
However he's said he does NOT have one of these newer cards. He said he has the older "TV Wonder Pro" card, which does NOT have Vista/Win7 drivers. So unless he's described his card incorrectly, it would appear that it is the OLDER card... and does NOT have current Vista/Win7 drivers to support it.
If you go to the ATI drivers download site I referenced earlier, and try to find drivers for the "TV Wonder Pro" card, it will show that Vista/Win7 is NOT supported for this older card:
