The Dell driver site for my system does not distribute usb drivers and I can not seem to find any drivers that are installable from the system recovery add drivers utility. It seems to require a certain type of install or driver file

And I was going to suggest a USB/PS2 adapter, but since USB has no power...

I just googled 0x80070005 and it seems to be a Windows update issue, if that's any help.

Hello!

It isn't so much a Windows Update error code as a System Error code, however, you are completely correct in that Windows Update can return that error code.

Code:

That is what the error code means, which is very generic indeed.

Thanks it fits to my permissions theory, but until we find a way to access the PC none of this helps

This is out of my know-how. Could it be possible to access the "bad" computer remotely, or through a VPN? Or on a another's network.

Switching devices did not work either. I connected a mouse and keyboard that were never used with this desktop and there was still no response. This is becoming quite discouraging but thank you for your help thus far.

@Britton30 I can not access the PC through my network or remotely. I disabled those features for security reasons because I never figured I'd use them.

I just bought a pci to ps/2 card but it doesn't fit the slot! Even though the system came with 64 bit Win 7 installed, the motherboard pci slot only allows for a 32 bit card. The only other cards I can find online that would fit have usb ports on them in addition to the ps/2 ports which makes me think they won't work either...

Sorry I've not been able to help you friend. I'm stumped since you have no way to interact with the PC.
About the PCI card, the slots are blind to what OS is installed. Is it maybe a PCI-e X1 card? that is a real short slot.

yea the cards are blind to the OS but to my disappointment i discovered 64 bit cards have 2 notches and the pci bus is longer than a 32 bit one.

Thanks for the suggestions so far. I fear I have stumbled into one of the rare un fixable problems.
