Windows 7: How can I get my usb drivers working?

Unless the drivers are packaged with something not so obvious, I don't think they offer usb drivers on the page. I definitely checked. If the usb drivers were there they need to be in a format that the windows recovery disc can install which seems to be inf files in this case. A relative of mine has the same Dell machine and emailed the usb drivers I needed but the install still failed.

have you looked at the power scheme you are using and checked the usb settings there?

Reinstall the USB controllers
======
1. Click "Start" button, type "devmgmt.msc" (without quotation marks) in the "Search" bar and press "Enter". Click "Continue" if necessary.
2. In Device Manager, double click to expand "Universal Serial Bus controllers", right click on the Host Controller, click "Uninstall" and click "OK".
3. Repeat the step 2 to uninstall all items under "Universal Serial Bus controllers".

Then, restart your computer and Windows 7 will reinstall all USB controllers automatically.

If the issue persists, also perform the following suggestions:

Delete the Upperfilters and Lowerfilters value for USB device

1. Click the "Start" button, type "regedit" (without quotation marks) in the “Search" bar and then press “Enter”.
2. Navigate to the following key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{36FC9E60-C465-11CF-8056-444553540000}

3. Right click the {36FC9E60-C465-11CF-8056-444553540000} entry, choose "Export", select “Desktop” in the “Save in” box and type "backup" (without quotation marks) in “File Name”. Click “Save”.

Please Note: The backup file is on the Desktop and named “backup.reg”. We can simply restore the registry by double-clicking the “backup.reg” file.

4. Highlight this key ({36FC9E60-C465-11CF-8056-444553540000} ), on the right pane, and then check if “Upperfilters” and “Lowerfilters” value are present. If so, please right click on the values and select "Delete" to remove them.
5. Restart the computer to check the issue.

@brianzion I cannot do the things you suggest because they require me to be in Windows. If I could get into Windows there would be no problem. The underlying difficulty behind this whole ordeal has been trying to fix Windows outside of Windows.

Hello again, did you get a PCI USB card or something like that?
Without reading the whole thread, have you tried a repair with Win7 Install DVD? Anyone could be used for this but would need to be activated with your original COA from the PC case.

I just installed the serial pci card and low and behold it came with a driver cd. It also showed no signs of functioning with the mouse or keyboard. So I took the windows 7 drivers off the cd and put them on usb and tried installing those drivers from the Windows Recovery disc and I get the same error as when I tried reinstalling USB drivers. "The installation has failed."

Well crap! I was hoping that would work, it has me stumped my friend. USB active in BIOS but not Windows, very odd.
If you case has USB ports on it then they are connected to the motherboard with a little white, 7-pin connector, if possible, you could try a fifferent USB header on the board.

are you able to boot to safe mode? when you checked your bios what was the settings for the usb? and for the keyboard? and what was the setting for ACPI ?
