I don't suppose you run Kaspersky anti virus do you? A quick google and this was one of the 1st things I found, there seems to be a compatibility issue with Kaspersky and WEI in as much as you would need to uninstall it to make WEI run!
If not maybe just disable your own AV whilst you run WEI .

Also have you tried applying one of windows aero themes? sometimes after playing BF3 win 7 sets my desktop to windows basic and I have no option to turn aero back on, applying a theme brings it back otherwise I have to reboot the pc .

I have just found this response on the Microsoft Answers website:-

    Windows Experience Index Crashes

    HERE IS THE FIX...
    Go to my computer...
    Click on C drive...
    Click on Windows folder...

Scroll down to Performance folder, click it...

    Click on WinSat folder...
    Click on DataStore folder...
In DataStore folder you will see many files, (I see 8 files tottle) 7 files are (Initial) files, 1 file is winsat.etl

    DELETE ALL (Initial) files...
    Leaving only the winsat.etl file
Re-run your Windows Experience Index...it should work now!!!

Other than that my friend I will have to leave you in the hands of more knowledgeable folk .

    Wish you luck.

Thanks for the help Nightreaper, I appreciate it.

Buuuuuut... I fixed it. I went into Device Manager and re enabled my Intel graphics, because I disabled it before as I thought it was causing the Windows Aero theme not to work. But I needed to reset my PC and did so. When I loaded up Windows, to my delight was Windows Aero!!!!!! <3

Interestingly though it fixed my Nvidia GT 520M because when I run Minecraft it runs at 60 FPS on far and that definitely isn't standard Intel graphics

This makes absoloutely no sense whatsoever, I've tried everything and to fix it like this makes me lose all faith in technology!

I get up to 700FPS running Minecraft - [1.1] OptiFine HD_A4 (FPS Boost, HD Textures, AA, AF) - Minecraft Forum

. Sorry but I do not have any more idea's unless if your willing to pay get a driver updater software to automatically update your drivers.
