Did you try changing to an aero theme manually?Theme - Change or Save
Click on ComputerAdvanced system settings
On settings check if Enable desktop composition is tick marked.

Yes I tried, when i select the aero theme, i close it and reopen, it shows im selecting an Unsaved Theme which has the Basic theme, kinda like forcing me to choose that.
I cant get to Enable Desktop Composition. Did you mean right click?

Try SFC scannow and reboot if it finds problems:
SFC /SCANNOW Command - System File Checker
And do fill in your specs:

Okay, where did you download the drivers from?
Download from here Download AMD Catalyst Drivers 12.8 Vista 64 - FileHippo.com and try reinstalling.

Only thing i can think of causing the problems is if you have switchable graphics and the drivers are corrupted or compatibility issues. A reinstall may be required, if its switchable graphics the drivers wont be under AMD site but your laptop manufacture. When uninstalling drivers please remember to restart and go into safe mode and delete display adapter drivers.

Maybe Ill rollback (system restore), and just find the .inf file for the driver?
But I cant system restore even though its enabled -.-
