Please remove the Shogun mouse, uninstall anything left of it in the device manager. Make sure your original mouse driver is working properly and then do the following.

Go to Start–>Search type in gpedit.msc
Click the file to open the Local Group Policy Editor
In the left pane navigate here: Computer Configuration->Administrative Templates->System->Device Installation. Click on the subfolder Device Installation on the left and on the right side you will see the possible restrictions.
Right Click on Prevent Installation of Devices not described by other policy settings and edit this option, set it on ENABLED.
Reboot with the Shogun mouse in.

Also, you may want to give this a shot:
Turn off Windows 7 Automatic Driver Installation

Lets see if we can get it to stick with the generic driver when windows doesn't try to install new ones.

Nope, tried both and it didnt work....in fact, I had to restore my to an earlier point before messing with Group Policy because it wouldn't install the old mouse....now I'm finally back and still nothing.
    I'm getting frustrated now

Well I'm about out of ideas on this issue. Im sure someone else that may be more familiar with this problem can come around and take over. Sorry I couldn't get you going.

Hey one more question. If I remember correctly (its been a long time since I had to do this)...but I can install Windows 7 on top of its self and it wont remove my documents, correct? I can have it only replace all of the Windows System files? Or do I actually need to do a full re-installation?

I also found this article on SevenForums. Not sure if it has anything to do with my situation, but it seems somewhat relevant.

OK, Here is an update to my situation.
Firstly, I plugged the mouse into my other Laptop running Windows 7 Pro 32-bit. The mouse was detected, then Windows decided it wanted to install a driver for it. It ended up installing it as just a simple HID-Compliant Mouse. See Screenshot of my Device Manager on the 32-bit W7 Pro Laptop:

Next, I uninstalled the Ballista MK-1 Mouse from my main Desktop, and this time I ran CCleaner again to get rid of anything left behind. Upon restart, VIOLA!! It worked!!!!! It showed up in my device manager as an "Unknown Device in the Mouse section and was working for a while.......until Windows decided to install a driver for it....it changed the Unknown Device to the Shogun Bros Ballista MK-1 in the Other Devices section and then also added a HID-Compliant Mouse to the mouse section......its still working as of this moment, but it wants me to restart my computer to accept the hardware changes. I am afraid that once I restart it wont work anymore.
This is my device manager now on the main desktop running Windows 7 Pro 64-bit:

    Here goes nothing.........

    EDIT: NOPEZ.....IT STOPPED F@(*&^# WORKING AGAIN...WTF?!?!?
