Device manager and other admin tools hang.

Recently I've been having problems with my USB drives not being able to eject safely after certain periods of use, as Windows would give me a message saying that the drive was still in use even though it wasn't. I tried to fix this problem by uninstalling the USB drivers and letting Windows reinstall them. After I did so, the problem became worse, and Windows can't reinstall the drivers. In addition, Windows is also telling me that there is an error with my webcam drivers and bluetooth drivers. I have tried to open device manager again to see what the problem is but trying to open it doesn't work. The computer doesn't hang but the program doesn't open, and any further efforts to open the program have no response, start menu also stops working. This happens with other system admin tools as well. I recently reinstalled Windows due to a computer virus and don't want to do that again. Any tips on how to fix this problem?

I know I marked this thread as solved previously, because the problem seemed to solve itself spontaneously. But this problem is back again today. Windows update is now stuck at 11% download permanently for the update on 11/11/13. When windows update automatically turns on, all other admin tools like device manager etc cannot be opened, and cause the start menu but not the computer to hang. When I shut down the computer, I have to use ctrl-alt-del and use the red button in the menu that comes up. A message pops up before the computer shuts down stating that I have too many 16 bit programs open, and if the problem persists, to edit something called FILES in my config.sys folder. I have no idea what is going on and would like to update my Windows. Can anyone please suggest a course of action?
