Can't get a full controll of Windows 7

I gave my computer to install Windows 7. Before Windows 7 installation i had 2 hard discs, C with Vista and D for my own files. After i got my computer back i saw only 1 C hard disc. Now i installed Take a ownership in order to make a full controll, because i am the only one user/administrator on my computer, but i still can't get a full controll, to partionate my C hard disc.

How can i partionate my C hard disc and get a full controll?

A good partitioning program that I use is Easeus Partition Master, Easeus Partition Master Home Edition - Free software downloads and software reviews - CNET Download.com. It's free. I'm not sure it would work in your case but give it a try, just be warned there is a slight chance it could screw up your hard drive.
