I have issues with driver installation too. Configurations: Win 7 on Dell laptop, Windows not frequently updated, Wacom Intuos CTH-490. But after trial and error, here is the solution that works for me:

1) Go to Intuos Support | Wacom
2) Download the driver for windows with date 12/12/2016. Newer drivers are probably not compatible with "out of date" Win 7 (just my opinion, since they didn't work on my Windows).
3) Make sure to unplug the writing pad from computer
4) Click on the downloaded file to install the driver. Reboot the computer when prompted.
5) After the computer is rebooted, plug in the device. Windows will show a dialog saying that it is searching for or installing updates of the driver. Let it run. This will take a few minutes.
6) Driver successfully installed!
7) Then go to Start, find Wacom Tablet Properties to customize the device if needed.
