    They are not related at all. WHQL (Windows Hardware Quality Labs) is a Microsoft entity that qualifies drivers for use in Windows.
    IEEE is an organization that, among other things creates specifications for devices, etc., e.g. IEEE 1394 (Firewire).

    Please explain in detail what you are actually looking for.

    i was using swiftshader (a software 3D renderer) it had options for "partial" "basic" "excellent" "WHQL" and "IEEE" in the options for one of the quality options..

    I am not familiar with that program or how they use the choices you have indicated.

    I might suggest that you ask on the support site for Swiftshader.
