Okay, since no one else has solved this yet or supplied the answer I figured it out.
Step one: Unplug your camera.
Step two: Download the Vista x64 drivers from here.
Step three: Right click on the drivers, set the compatibility mode to Vista, and run as Administrator.
Step four: Install these drivers, making sure to uncheck the download updates.
Step five: Allow them to reboot the PC. You will now have an older version of the drivers running. Plug in your camera, and click skip if it is on a step trying to find it, since it wont. Step up the camera.
Step six: unplug the camera and right click on the Quickcam software and choose to update it.
Step seven: proceed to the update, and after it looks like the process is stalled bring up task manager with CTRL+ALT+DEL.
Step eight.: Kill LVpRS64h.exe as well as the other logitech service.
This will allow the installer to finish, it has an issue stopping the service properly on its own.
Done. :) You now have the latest version of the Quickcam Pro software running on Windows 7 x64 build 7000.
