Strange. Give the chipset driver a try, although I doubt that's not installed.

Apparently the chipset driver I have right now is newer than the chipset you are recommending me

Thought you'd have it installed, though why ASUS aren't offering the latest one on their website is beyond me. I'll ask for some help to droop by and take a look to see if I'm missing anything.

    Alrighty!

Worst-case-scenario, I'll probably just restore my computer to factory conditions. Although i really don't want to have to do that, because of all of my important files. But I'm willing to do it to get my computer in working condition again.

I'll probably just get an external hard drive from a friend, or upload my files to an FTP and transfer them back over once its restored.

Perhaps maybe its the newest version of the chipset that is causing the problem?

If you want to start over, a clean reinstall will be much better than a factory restore, which will continue even outdated drivers. Follow this guide: Clean Reinstall - Factory OEM Windows 7. Step 7 will help you to get the necessary drivers. As your computer is a Intel® HM77 Chipset, the Intel® Driver Update Utility will be helpful for you.

For Backing up the personal data, you may use OneDrive or Google Drive.

If USB is still not working even after the clean reinstall, we have to think differently.

I'm not sure what the problem is to be honest, although the System Restore not taking seems ominous. Run this quicker version of Disk Check Disk Check see what the results are.
