Are both Microsoft WSE 3.0 and WSE 3.0 Runtime needed?

Do I need both WSE 3.0 (071508 install) and WSE 3.0 Runtime (090310 install) programs on a Win 7 notebook?

    According to this website:
Download Web Services Enhancements (WSE) 3.0 for Microsoft .NET Redistributable Runtime MSI from Official Microsoft Download Center
WSE 3.0 Runtime is not supported on W7.

    According to this website:
Web Service Enhancements (WSE) Supported Environments - Distributed Services Support Team - Site Home - MSDN Blogs
WSE 3.0 is built for developers using Visual Studio .NET 2005 and the .NET Framework 2.0. The WSE 3.0 runtime is only supported in .NET applications that have the .NET 2.0 runtime loaded. It is not officially supported in .NET 3.0/3.5/4.0/4.5 applications.

    But to answer your question:
You probably only need the Runtime installed. You can uninstall the rest of the WSE suite - it is for programmers/developers. If you find that you need more than the runtime, you can get it from here:

Download Web Services Enhancements (WSE) 3.0 for Microsoft .NET from Official Microsoft Download Center

During that install, you should see these choices:
