Bluetooth Speaker Missing Drivers Code 28

I'm trying to get my bluetooth speaker to work on my Windows 7 laptop.
My laptop sees it and pairs with it, but says that I need a driver.
When I search for a driver, there is no driver and I'm given a Code 28 error.

The device works perfectly on a Windows 8.1 laptop and an iPad and an android phone, without requesting any drivers. The product is a TEAC BC09 Bluetooth Speaker and was made in China and distributed in South Africa. TEAC USA do not know about it. And the South African distributor stopped supplying it in 2013. So I cannot get help from the manufacturer or distributor. But the fact that it works on my father's Windows 8.1 laptop and on two others prior to his, without needing any drivers, tells me that there must be a solution somewhere that is windows related? Any ideas?

Windows 7 does not have all the plug and play support that newer operating systems have. May be the problem.
Not sure if or how you can get around that.
