Driver found on USB Plug and Play but computer refuses to install it.

I am running Windows 7 Premium 64 bit on an old HP desk top and am attempting to install a plug and play USB device to convert some analog VHS footage over to digital.

The automatic driver detection always fails. So I attempted to force it through manually and get the following message.

Windows found driver software for your device but encountered an error while attempting to install it.

(Name of device listed)

There is no driver selected for the device information set or element.

Even though the device was correctly identified during the failed automated attempt to install, it was put under 'other devices' so I believe windows doesn't recognize it as the type of device that it actually is so that is why it is refusing to update it. Maybe it doesn't think it needs a driver? It doesn't show up with the yellow '!" at first and says the device is working properly, but when I attempt to install the driver and get the error message that comes up.

To trouble shoot, I uninstalled a printer from the same computer that was working and attempted to reinstall it and am getting a similar issue with the driver not wanting to install.

I have also attempted deleting USB root hubs and restarting and deleting/replacing inf files and restarting and this has not repaired the issue. At this point I am assuming it might be something in the logs, maybe an incorrect path, but I am unsure how to proceed if that's what it is. This might also mean it's not a driver issue but more of a specs/hardware issue?
