Remote NDIS error 31 when tethering to my phone.

(originally posted on Superuser, however lately I've been having a problem of none of my questions getting answered on Stack Exchange. )


Recently I've been trying to download a few games, however many of the games I want are gigabytes big, and this would obliterate my home network's 15GB data cap. My phone's internet connection is unlimited, so I attempted to tether it to my PC to download my games. However, when I plugged in my phone (Samsung Galaxy S9) and turned on USB tethering, the drivers failed to install.

This is the message given from Windows Device Manager:

    This device is not working properly because Windows cannot load the drivers 
    required for this device. (Code 31)

I know that my phone itself is capable of USB tethering; whenever I do this on a different computer it works. My PC is not capable of WiFi or Bluetooth, so USB tethering is the only thing I could possibly do. I've even tried USB WiFi dongles in the past which also lead to the same error.

Nothing on the internet has worked for me so far. I've searched everywhere for a solution. I've tried updating my drivers, uninstalling and reinstalling, and going through the troubleshooting wizard, all of which failed to solve my issue. There was never an exact time this started happening and at my position now, restoring my system would not be feasible.

Here is some info about my system:

OS: Windows 7 64-bit Home Premium

CPU: Intel Pentium Dual Core E6700

RAM: 6GB DDR3

GPU: Nvidia GTX 750

Have you considered using the Samsung chat line here-

There are three notes at the top of that page. The last one mentions mobile data activation on your phone. I don't know what that means or if it's pertinent to your problem.

I went into device manager and reinstalled the device. Now I'm getting error code 1 - parameter is incorrect. What do I do?

I've found the registry keys for this driver. I've tried deleting all of them but to no avail. What do I do? I'm desperate for help.

According to the first note on the linked page, you don't need a driver for packet data. I don't have a smart phone so I've never tried streaming from the internet to a PC via USB.

Did you try the chat line?
