NT 4.0 policy that blocks adding printer drivers?

Does anyone know what is causing this? I have one computer in a company of over 8000 computers that won't allow me to add the print queue for a company wide network printing set up. No one else is having this issue but this guy. So it's NOT a Group Policy issue...

We are working with a Win 7 Enterprise OS.

Is Group Policy User Configuration consistent with Group Policy Computer Configuration? You will find that Group Policy allows the Admin to treat individual users as exceptions to the computer configuration.

Print driver is not the issue. We are using the same print driver that is on every pc in this company. We use a print driver called the Xerox Pull Print Driver. We utilize the Nuance/Equitrac FollowYouPrint utility which is one print queue that works with every Xerox printer in the company which allows you to send the print job to the server and is held on the server and can be retrieved from ANY Xerox printer in the company.

The driver is installed on every PC when the PC's are imaged. His was working he said up until two weeks ago.

GTX 660 drivers causing slowed performance and glitchy blocks
Yesterday, I was Skyping with a friend. I wanted to show him the shaders mod for Minecraft, so I screen-shared with him. Unfortunately, while I was screen-sharing, the picture on the screen started developing odd glitchy boxes. I thought it was an issue with Skype, so I stopped screen-sharing, and...
Graphic Cards
Enable File and Printer Sharing via Group Policy or Registry I really need this enabled on all of the computers on my network. Unfortunately they weren't enabled durring the initial setup process and now they are spread out across 5 branches in three cities, and I really don't want to have to remote to each one and enable it...

Windows 7 SP1 Update Blocks Software Adding Context Menu
This has been happening since the release of SP1 for Windows 7. I don't know if it is exactly that update, but it is one of them that causes a blockage of software adding menus to your context menu. The software that I'm having issues with is PowerISO and Unlocker. This is a pain in the ass...
