IDE TO USB bridge not installing on windows 7 64 bit

hi everybody,
i am using windows 7 64 bit with Asus motherboard H81M-E, when trying to connect external 2.5 form factor HDD drive to PC via an adapter (ATA <--> USB) driver fail to install and HDD not show up on explorer , i am facing this issue for past 4 years since my motherboard got replaced with current one.
when i need to access my data on drive i inject it on other pc and get data access normally ,
when restarting the pc with HDD attached to usb port ,it delays at shutting down and after boot up and get into desktop the other devices attached to other usb stop working like mouse and all of this problem went away when the HDD attached got disconnected
i am attaching screen shot to let you know whats going on

any help or ideas is greatly appreciated
