Hey guys figured it out, found it here: Force DVI/HDMI resolutions and refresh rates

    steps i did:
    1) recode the outdated .INF file to match that of your 64 bit system
    3) wipe clean all monitor drivers from your system including the nvidia ones
    4) reboot in safe mode and clean anything that has to do with nvidia using driver sweeper
    5) reboot into windows and install your new modded .INF
    6) Follow the instructions found here : Force DVI/HDMI resolutions and refresh rates

In total this also fixed my HDMI tv problem and now i can finally see my movies in 1080p and no tearing , i love it , Hope this helps anyone else in stress
