I'm sorry it's taken me so long to reply to this. It seems the suggestions posted were good. I apologize that my original post was so cryptic. Let's break it down:

1.) To access the Event Viewer, right-click on "Computer" and choose the option "Manage."

2.) When the computer management window appears, aocate and open the Event Viewer branch in the Console Tree.

3.) To best locate the event, either sort by date or error type. (by clicking the actual header, ex. "date & time."

4.) Notate "error id's," "event id's," etc. by using the different views of the actual event(s.)

5.) As a last resort, if you still can't register mscomm32, you COULD "take ownership" of the file. It's not really recommended in any case. However, it's as easy as adding a registry entry. To get "Take Ownership" into your right-click Context Menu, go to:

6.) SAVE the file(s) to your desktop. Double-clicking the first ".reg" file adds "Take Ownership" command to your context menu. Answer "yes" when asked if you want to embed it in the registry. Simply use the other file ("remove take ownership") to immediately restore your right-click Context menu.

I am a Visual Basic 6.0 Programmer. I have inferred you downloaded the MSCOMM32.OCX from a Website.
My MSCOMM32.OCX is version 6.1.98.16. This OCX file is supplied with Visual Basic 6.0 and SP6 update.

I find article Access Denied and it's help me.
In Windows 10 in system32 folder I can't register it's osx. But in SysWoW64 it register fine. And all worked.
I read that problem can be in all x64 systems.
