I just realized you didn't mention how you installed Windows 7. If you did an upgrade, I would advise you to backup your data and do a clean install.

I did a clean install. You can't do an update from Vista home premium to 7 professional. But it's looking more and more like reinstalling is my only option...
FYI: After much frustration (and reverting to Vista), taking the computer apart and unplugging the keyboard and plugging it back in solved the problem. The keyboard now works wonderfully. My media keys above the keyboard are still non-functional, as is the scroll feature on my keypad, but that's livable. I was able to reinstall Windows 7 with no additional troubles.
