    Requirements:
USB Port of your laptop or computer
CD Rom for Driver Installation (Camera is plug and play. Software installation is for only special effects)

From your link it says it plug and play so windows should recognise the camera, and supply the driver (turn it on and plug it into the pc) after it installs and says its ready to use all you need to do is install the software for special effects - since the software is for an earlier OS you may need to do the following if it wont install :

To install a driver OR program in compatibility mode - right click the setup.exe file on the cd - click properties - click compatibility - check run in compatibility with vista/xp etc - check run as administrator - leave the rest blank. Start setup.exe and install.

The drivers for this device are not installed. (Code 28)

There is no driver selected for the device information set or element.

To find a driver for this device, click Update Driver.

You can read this - I think your only hope is to shut down, and restart, and see if it will install, otherwise, hope someone else has solved it -
Code 28 Error - The drivers for this device are not installed - Error Code 28
My guess is you using the 64bit OS and your camera is made for a 32 bit OS - you could try 32 bit w7 if that is the case, or buy a new one.
