Windows 7 and pci usb problems....

ok guys i just bought a NEC pci usb and connected to my PCI slot. i'm running windows 7 ultimate 32 bit.
when i turn my computer on and connect my usb it will not show up under my computer. i connect my iphone and still the same result. ( NOT CHARGING) it's like no power going thru
the system do shows " NEC TO USB HUB " driver by windows.

i have read that the ASUS P5G41-M LE boards only allow 8 USB, now my setup already have 4 ports in the back and 2 ports in the front.( working very well) adding other 5 port PCI USB will be 11 ports, what should i do. are there bios settings i need to set? or the board plain won't just support 11 ports.

i need to take the connectors off the front?

Are you sure you have the right drivers? Also, take a look at this: Windows 7 - failed to install NEC PCI to USB Open Host Controller

i have done that already, what's weird is that windows shows it is installed and working. but when i plug in usb mouse. it won't do anything. like nothing was connected. NO POWER. same as iphone.
when i take the iphone and connect to other usb ports built on the board it worked perfect. don't know whats up.

PS: i have PCI#1 , #2 free but i installed it under PCI#2 . is this a problem? do i have to installed it in proper order?

It shouldn't affect it, but try switching slots anyways and see what happens. Try installing drivers manually through "Update Drivers".
