I have the same issues, and I can tell you it has everything to do with the os. I run W7 on one harddrive and run XP on the other. When I boot into XP the game plays great and FPS / Ping is fine, under W7 everything is spiking, fps and ping.

I had this issue from before. It is something to do with the config.cfg file and the variables it holds not being happy about windows 7. When I deleted it (the game will create another one) it worked fine. It's in steamapps/team fortress 2/tf/cfg/

Try renaming the entire TF2 folder, and restarting Steam. Then try!

Team Fortress 2 Low Texture Bug?
Hi, I've been playing some Team Fortress 2 recently, and it's a great game. However after joining a server yesterday, all of the graphics are low quality. I have checked the settings and they say that everything is on max graphics as usual. Screenshots (You may have to view larger image to see):

Team Fortress 2
It works but isn't smooth. Graphics card is ATI 4870 and I have the latest driver but it seems choppy. It may be the network code. My ping is typically 20 and now 40, which is low. I had some of this early in Vista and it was mostly the video card drivers which they did fix.

Team Fortress 2 Issues
I seem to be having issues with Team Fortress 2 on Windows 7. I tried a lot of things, and none of them worked. It seems that I can run TF2 just fine. However, when I actually connect to a server and get ready to play a game, it freezes a few seconds after connecting. Sometimes, I'm able to...
