    Renaming the TF2 folder will cause steam to re-download all the content that is stored in the TF2 folder because it wont be able to find it, as you will have re-named it.

    Settings are still stored in the registry don't forget to delete that too.

    @solarnoise: try disabling your sound card in device manager and then run the game and see if it plays the same. if the lag / stutters are gone, check out this thread for the fix: https://www.sevenforums.com/gaming/31980-lag-online-games-windows-7-a.html#post331641

    Dont touch the registry, it wont fix anything for TF2.
    That and the fact that by the sounds of it you are unfamiliar with the registry, I wouldnt go near it
