O.k. I checked my pc and I have Direct X 11 installed. Should I go ahead and install the game again?
no UPDATE DIRECTX.

every windows 7 has direct x 11, but there are still upgrades done that add , streamline and improve direct x that you may be missing that can solve many problems before they begin. so do ittt

I believe the directX releases are quarterly so a new release should be out soon since the last release was June

if you want to play those "older" games keeping directX up to date is an easy fix for many problems that can occur

There is no need to reinstall the game again! Just update the directx files, it's that simple.

By the way I posted an answer to your earlier question here... Installing GTA IV on windows 7..what do I need to know?.

Thanks! I saw that and I appreciate your help. I decided to uninstall it because I was also having issues with the windows live game site and the social club. I just wanted to start fresh.

I could be wrong but I believe the 1.0.7.0 patch removes the Social Club. Just thought I'd throw that out there.

Install...

1- DirectX
2- Game
3- Patch

No, the world doesn't end if you launch the game without installing either the patch or updating DirectX first
O.k. I just did all of these steps but in the process saw a couple of strange things. When I installed the game and it asked me to create a social club account and link it with windows live. When I tried it said thanks for linking your xbox account and said click here to log in and when I clicked on it it brought me to a "this page cannot be displayed screen". Then when I installed the patch it said that the social club is no longer needed to play the game so it set about unistalling all of it;s components but when I went to launch the game after it finsihed, a pop up came up and said I could sign into the social club or I could play offline. I tried to play offline without entering in my login and password and the little spinning cd poped up but the game never launched. I tried numerous combinations (logging in wtith and without un and passwords, no logging in, playing offline and playing online) to get it to launch but it never did. It's actually running worse now (not at all) than it was the first time.
