Have you used the Actual 64Bit Display Drivers? How old is your card????
i used windows 7 x64 drivers, newest 10.30 or 10.31 release ( i don't remember now exactly).
My card is 4870 - ok, it's not a super new and powerfull card - but I shouldn't have problems like this.
latest WHQL Catalyst drivers are 10.11 released on 11/17 and I guess by latest DirectX you mean you have downloaded the latest runtimes available that those games you list as having problems with use to function properly

10.30 - it was date, when those drivers were putted :) not driver version
