Good gaming rig for my brother?

My brother wanted to get in to gaming computers like I have and now he's asked me to build one for him. At the moment all he wants to really do Is play Arma 2 on high graphics at about mid. to high resolution. He doesn't really want to break the bank above 650 dollars on it and I need some help on this rig? thanks in advance!

full gaming rig for 650 greenbacks? unless he is willing to go with Pre-Own and even then, doubtful.

Monitor/KB/Mouse will probably be about 250, leaving him with only 400 for the case, card, ram, psu, mobo, cpu, dvd... pretty thin if you ask me.

    check hardforum.com used deals.

My Q9550 @ 3.8ghz struggled with this - I wouldn't hold much hope of a budget amd doing the job either.

The game engine was first built when only single core CPUs were available. It may utilise multi cores a tad better now, but it's one those games that benefit from sheer grunt simply to compensate for antiquated coding.
