The directory for GTA:SA should be in:
    C:\Users\*USERNAME*\AppData\Local\Rockstar Games

As the AppData folder is usually hidden, you may have to unhide or show it. If you're not sure how to, follow the below tutorial.

Depending on what mode you run the game in it can be either in c /users /*username* /My Documents /GTA San Andreas User files.....OR in c /users /*username* /GTA San Andreas User Files....This will depend on if you are running in 98/me compatibility mode

What JaidyM gave you is the save locations for GTA IV BTW Vice City is in the same locations a San Andreas.....

Ah, it was worth a shot.

After a bit more researching, I've found what Ivan has said is correct. So the save directory should be found in:

C:\Documents and Settings\(username)\My Documents\GTA San Andreas User Files

Windows 98 mode saves in a slightly different location than if you run in windows 7 mode, check the two locations I gave you......The game is not compatible with aero so that feature is automatically turned on/off as needed....

You only have to change the mode if you are having problems with the game....try looking at all the user profiles.....
