Call of Duty 2 installation problem, Install Shield Error 1607

Hello. I recently bought a copy of Call of Duty 2 for my laptop, having checked it worked for my OS (Windows 7 64-bit) and having met the system requirements. I knew that the auto-run feature would not work properly on Windows 7 (which displays a "Library not registered." error message), so I manually ran the setup.exe from the disc. However, when warming up the installation, the following message is displayed:

1607: Unable to install InstallShield Scripting Runtime.

I established that there was nothing wrong with the disc itself by successfully running Install Shield on a Vista desktop elsewhere in the household (the disc is brand new and completely legitimate), and my laptop has successfully installed games on numerous occasions prior.

Various Google searches, looking through Call of Duty 2 boards and Activision's website lead to Install Shield's support website to this article: http://consumer.installshield.com/kb.asp?id=Q108340 - however, for some reason, my laptop cannot access it via Chrome or Firefox. After getting a friend to convert it to PDF, it turned out that the instructions applied only to OSs prior to Vista.

The relevant article that does apply to Windows 7 (Microsoft Games: InstallShield Error Messages) has fixes that do not work; the "Fix it for me" program fails to load, as "The Windows Installer Service could not be accessed"; renaming the Install Shield folder does not work; I have the latest version of Windows Installer (5.0); ending the idriver.exe and msiexec.exe processes via Task Manager is fruitless, as they do not appear on the list of Processes; I am the sole administrator account on the laptop, and have tried manually running the setup.exe with the "Run as administrator" option, which does not work; performing a clean start-up does not work and attempting to download the latest version of .NET Framework also fails to install.

This has frustrated me all day, and I understand CoD2 works on Windows 7 OS (it is listed here), and that this error, 1607, has applied to CoD2 in the past, and has been resolved. This cannot be unique to me, but for some reason, the solution escapes me. Assistance would be greatly appreciated after a several year hiatus of playing.

    Thank you for any help.

Sorry, but the queries addressed in the thread you linked are concerning issues post-installation - I haven't even got past the first hurdle of the setup process, haha. Thanks anyway.

Yes, the fix worked. Turns out I had disabled Windows Installer to save on RAM, which was needed to install the InstallShield Script 9 (the only one which works for CoD 2). Thank you very much.
