Just to be totally clear ...
Do you have any issues with the game without any mods at all. Just the Vanilla game?

Secondly, if you havent tried yet delete those .ini files in your Documents/my games/fallout folder.
Launch the game with its launcher (not FOMM) and set your graphics settings.

At this point I would set it to Med or low and set the proper resolution. Point is to find whats causing the issue first .. Mod, graphic setting, ini setting etc.
You can adjust later once you pinpoint the issue.

The game is not modded at all, i am really sure the game will never operate on this computer. Also i have trouble with most programs on this windows 7 pc. So i am really considering buying a gaming vista or xp, would any body know where i could find one at a decent price?
I need one that will run games with little to no problems.

Personally, I think Win7 x64 is the superior choice for any gaming PC, provided you have decent hardware.

Are you having issues with just games or other issues as well at the same time?

I am having trouble playing fallout 3, GTA, La noire, and modern games. My driver is primitive. I was thinking of getting a new one and replacing it, but i am not sure if it would work. I am going to come clean and say i do not have an official windows 7. I am using a mac book pro, and i am using a program called boot camp. Maybe this is why i am having trouble.

I have no real experience with MAC or BootCamp so couldn't offer any advice there. Perhaps others are more knowledgable there.

However, with the combination of things you have mentioned its quite possible this is where the problems lay and not really the games themselves. Perhaps the way its set up ... not sure.

For the games you want to run, you really do need a decent graphics cards too. Sadly integrated will not cut it for most modern 3D games.
