First off, Welcome to the Forums!

I also have Fallout 3, it works fine on my computer, but i might know what's wrong. Your system specs need to be at the required settings for the game to work. The same loading thing happens to me quite a bit, but i found out a way to get by it. If you have a look at Can You RUN It | Can I run that game | Game system requirements you can see if your computer is good enough to run it. Do you have another computer where you live? You could try on that computer to run it, or just lower the graphics for the game by going into the Game Options when you start the game. Hope this helps.

is there anything i should do or do i need to go on ebay and by a windows vista just to run fallout 3,because at this point i am desprate.

Hmm... I have absolutely no idea why that is... but you could just make the graphics for the game to Low settings and try it like that, or just wait for another day or two for another person to come along and help. It's your choice.

You can try deleting the ini files. This sometimes works for those who experience a crash on load, especially if running any mods.

Go to Documents/ My Games / Fallout 3

    Delete the 3 files: Fallout.ini, FalloutPrefs.ini, Render Info.txt

launch the game and you'll be promted to set you graphics settings again. Set it to Low for now and set your resolution.

My guess is that the issue is the Intel graphics though.

    upgrading the driver

I was looking at this site called driver agent and it says it can upgrade out of date drivers. I am not sure if its a scam but i am pretty despret i am a on my last wind, before i just buy a crappy pc with the compatiblity.

I wouldn't trust anything automatic to update drivers. I mean, if you want you can let Windows update try. Id trust it more than anything that automatically installs drivers, but its still not perfect.

You best bet is to go to the manufactures site for each piece of hardware(or if its a pre-built PC go thier site) and get all the drivers you need.

Main ones will be Chipset, Graphics, Audio.

    Much safer.
those auto scan/ DL driver things are often wrong and can, on occasion, make more problems for you.

Try looking into a solution regarding a certain .dll file that I can't name off the top of my head right now. You have to download it because it maybe missing.

I have decided not to. However, i am going to buy a older computer to play it(i know it sounds sad and desperate) But this has been a lousy year, and i am done waiting to finish the fallout trilogy, and someone please give me and idea of what kind of pc vita or xp that i need and where i can find one relitivly cheap, Thank you to everyone that tried to help.

If you buy a older computer, such as one that was made in 2005, everything will be out of date and make the game unable to run. Oh, I forgot to put this in on my last post... have you updated the game to the latest patch? It might be that you haven't and that makes the game crash.
