to this end you have done the following tasks:
    - check disk your HDD
    - check up your ram memory
    - checked your graphic card
    - re installed windows
    - changed your PSU
    - checked your on-board sound output
    - updated your bios

    AND STILL NO ANSWER

Your issue is hard to diagnose because you have to define lag as it is relative - lag to me may be different from lag to you.

    - Also, are these on-line games? If so, could it be an internet problem.

    - What "specific" games are they? Example: Skyrim is a game known for it's Micro-stuttering, as are most Bethesda games (Fallout 3 & New Vegas).

    - Do all the games have the latest patches?

    - Have you updated your audio and video drivers?

    - Have you tried cutting down on background tasks?

    - Does Windows have all it's critical patches including the service pack?

These are but a few questions of many when it comes to diagnosing "lag" and one that requires a lot of patience and testing/experimenting to reduce of eliminate the issue.
