Running .msi file gives network resource unavailable error

I am trying to run this .msi installer for Age of Empires 2. But whenever I run it, it gives me this error.



I had done some fiddling with my system settings but nothing that I would have had caused this.
I'm running Windows 7 Ultimate 64-bit
