I just wanna know where is the problem at, so it can be the PSU or the processor right? can it be the temperature of the processor?

PSU NEVER hits pc's performance. CPU's temeprature hits performance only on new processors with advanced thermal controls. Pentium 4 CPUs run well at 30°C like at 70-80°C.

It is the processor architecture, which is very old and slow. Don't take it as an offence, but it isn't really a good CPU for today use. I have a laptop with it and I know what type of CPU is it.

If you don't want to spend a lot of money upgrading your pc, buy an used Core 2 Duo... It will drammatically boost your pc's performance.
Don't spend money in RAM because you don't really need it.

All you need is a new CPU. If you can afford it, buy a new pc; if you can't, simply upgrade your CPU and maybe your GPU if you play a lot.
