I hear ya about the money, no doubt. Unfortunately though, games don't care who the owner of a pc is. They will refuse to run well without the necessary hardware.

GTAIV is a very demanding game.

Go to your device mngr. My computer right click then manage. See if your monitor is listed as PnP if so then find the exact model # and try and find out if their is a driver for it. If their is then you can download it and it will give you the proper resolutions and refresh rates. This may fix the problem. Updating a Monitor Driver Compaq W220q 22 inch LCD Monitor - HP Customer Care (Australia - English) They only list 1 for XP so download it and click on the setup.exe file then properties> check the box run in compatibility mode install driver. If no setup.exe file then install as administrator. Hope this will help. Fabe Select software and drivers Compaq W220q 22 inch LCD Monitor - HP Customer Care (Australia - English)

Ok this is what worked for me (i have an ati card and have windows 7 x64 bit on a laptop):

1St I changed my display resolution to a lower one.

then I went to the Catalyst Control Center. There I went to the Notebook panel properties and i changed the scaling options to full screen.

then I changed i changed my display resolution back to my origianal resolution.
And when I went ingame I had fullscreen again.

Hope this works for you guys!
