Error when installing Directx, "an internal system error has occured".

Hey, I've been trying to update Directx lately since I was getting an error while trying to play Fallout New Vegas that says "d3dx9_43.dll is missing" and I found sources online saying that updating Directx would help. First, I tried using the DirectX End-User Runtime Web Installer, but that was where I got my first internal system error. After looking online more, I found several sources saying that I should try installing it after a clean boot. This also didn't work. Afterwards, I tried using the June 2010 redist after a clean boot. This also didn't work. Are there any solutions that I could have possibly skipped over while googling for one? Thanks.
