Choose 'Anaglyph' from the drop down list.
The company is out of business, but their driver is still available for download. Anaglyph is free and unrestricted. Unfortunately, if you ever upgrade your 3D you'll have to go with Tridef because their other drivers are no longer available due to the company being no more. There is also no support for it for the same reason, meaning if it stops working because of future updates, there's nothing you can do but roll back. Tridef is $49.99 and pretty much the only option available for other types of 3D for games that don't have native support for stereoscopic.
DL the program, run it, choose Anaglyph, and any DirectX 9, 10, or 11 game will run in 3D. OpenGL games are not supported. There is no fix for that. That's mostly ID games like Doom, and a few sorted indie games mostly. 99% of games including GTA IV are DirectX so you should be able to play just about any game that way.

Anaglyph doesn't require a special monitor. All you need is a color display and a pair of anaglyph glasses. It works with any display that isn't black and white including non-HD screens.
The quality isn't as good as other types of 3D, but it's the cheapest way to go, as all you need to do is download IZ3D and buy a cheap pair of glasses from Amazon. You can get a pack of several of any color combination you want for less than five bucks.
Tridef is kind of expensive and frankly a waste of money if you're planning on only using it for Anaglyph 3D. I've got it, but I've got a passive 3D LCD screen to use it with. It's $49.99. It's worth the money if you have a 3D screen and non anaglyph glasses, be it passive or shutter style. It also only supports red/cyan anaglyph and that's it.
IZ3D is free for use with Anaglyph and that's about all it's good for. It used to have other modes, but the company failed and now you can't get the drivers for the other types of 3D anymore. It also supports multiple different types of Anaglyph colors and allows for custom settings. So any pair of anaglyph glasses will work, such as red/cyan, red/blue, yellow/red, black/white, and any of a number of combinations through customization.
Go with IZ3D if all you're doing is running anaglyph 3D. Tridef is a waste of money and doesn't work as well for that type of 3D. Any other kind of stereoscopic 3D and you pretty much need Tridef though.
For what the OP wants, the best available option is IZ3D.
