Will I be able to run this game on a decent price PC?

I want to run a specific game (but only very few people play it since it's an indie title). This game also involves 3D graphics.

System requirements listed on their website:

I'm also looking for a new decent budgeted PC that can play this, but I don't know anything about frames per second.

The game is pretty mild as far as requirements go, any mid PC should run it at decent pace... 30 to 60 FPS

I don't see anywhere where it says you need a 3D GPU but investing a few hundred bucks on a decent 3D GPU should do the trick. Now, being said that... wouldn't you also need a 3D monitor and decent 3D glasses?
