I take it your sound, video and monitor drivers are up to date?
Please don't say yes for the sake of saying yes. If they are, post the version of the drivers... just to make me feel better
+1 on the complete unintall and fresh install... make sure you have chosen the correct language is also important.

That's the first thing I've checked and did download and install the latest driver version from ATI/AMD; that didn't get rid of the problems with the font. I am at work, don't have the exact version number handy.
The "English" or default language had been chosen to install MW2. There is some text available at the very beginning when the game loads, pretty much right after the IW logo, and that is in English. Even the initial load screen for the training is in English.+1 on the complete unintall and fresh install... make sure you have chosen the correct language is also important.

Since I have my machine quad booting with other Windows OSes, I could run the setup in another Windows box on the same machine. It'll probably be cleaner and faster. Although the Steam based installation really takes time and not sure how long the uninstall would take?

Strange. It looks exactly like text that you don't have the language pack installed for.
Also, it would make sense that the first screen after the IW logo is in english. That's the copyright page--and that's always in english.
what language is he trying to install anyway, that's sure as hell not English XD
That's a good thing if uninstall with Steam is fast; will it remove registry settings and the actual files as well?
After the copyright notice the only text that I see could be part of the image. Such as when the training level starts there's an image with the Moscow and other mambo-jambo in English.
