Trying to run Morrowind, freezes at title screen

I am running Morrowind through Steam and the game loads without any noticeable problems, but when the title fade-in screen appears, the game freezes. No error message is displayed. I have tried running the game in compatibility mode with Windows XP (Service pack 2 and 3, service pack 1 is not available on my computer). I also tried reinstalling DirectX, but the installer states "a newer or equivalent version is already installed. No installation necessary."

Any advice for other fixes is welcome. Thanks.

If you have installed it today, did you restart PC? Sometimes it helps.

Disable any modifications and try like that? Though I don't remember if there were mods for Morrowind.

Install Visual C++ Redistributables - both the x86 and x64 versions. There are 2005/2008/2010/2012 versions available from MS website. Get the Service Packed versions but also run a manual Windows Update scan after installing.

    Verify game files.

Are drivers (GPU/Soundcard) up to date?

Open Morrowind folder and set game exe's to run as administrator.

    Thanks GokAy,

It is not a recent installation, and I don't have any mods for the game. I am running as administrator

When I verify game files Steam always says one file must be reacquired, but apparently that is normal.

The C++ seems a likely avenue. Do I need to get all the versions, or should I just get the one most relevant to the game's release date?

I guess you can get away with VC Redist 2005 and add 2008 as well just to make sure.

That 1 file keeps updating is the appmanifest_22320.acf.

I would also try deleting game files and reloading even though verify is successful. Only 1GB of data.
You can also try disabling Steam Overlay.
Then try a cleans startup Troubleshoot Application Conflicts by Performing a Clean Startup

Also try running Steam as admin
Are you loading a game or open a new one?

What's the error log say, one is normally found under the tech support option of Morrowinds main launcher

No luck with running Steam as administrator, reinstalling files, or disabling overlay.
There is also no error log file in the Morrowind folder.

The Bethesda support team recommended updating my video card driver (has not been done since purchasing the computer in 2010). When I run the installer, it appears to complete and initially says "finished" but the main window displays "failed." There are two debug files with the installer and the last parts are:

DriverUpdateUI.exe Error: 0 : Install driver returned false for driverId 24165
    DriverUpdateUI.exe Error: 0 : Installer result was
