Terrible FPS on most games I play

I recently reinstalled windows 7 on a fresh HDD and downloaded a few games. I noticed my FPS have been extremely spotty and dropping on various games. I used to be able to play all my games with no FPS issue and I believe I have all my drivers and things up to date.

I used to play Black ops 1 on high settings with no FPS now on low-medium i'm lucky to have 25 FPS
I spike FPS in league of legends,
I have low fps in fallout new vegas
GTA 5 is now unplayable and before it wasn't an issue

    Some input would be helpful

Try a clean startup in case it is some program/service causing the issue: Troubleshoot Application Conflicts by Performing a Clean Startup
Are you on a High Performance power plan? (Control Panel - Power Options)

Get HWInfo and select sensors while starting it, check your temperatures and see if CPU cores get ramped up.

I disabled all the services except the steam client service and immediately my FPS is higher and back to playable levels again,

I used the HWinfo and all the cores are running on my CPU and my temptures are good

so now my question is, Could I just leave the services off that I don't need since they aren't Microsoft or should I go ahead and try to find the trouble one

Windows doesn't need non-MS services to function, but some of your programs might need them. And being curious and all,
I would start them a few at a time and try to find the culprit with a process of elimination. Then you can decide what to do with it. You will be needing the security software (AV, firewall, anti-malware) services and startup programs enabled for example at the least.

I believe I found the problem. I think its the NVIDIA streamer service. I'm going to turn on the rest of my nvidia stuff and leave the streamer service disabled and go from there.

Yep, you can disable it without any issues. Let us know if you need any further help or have questions :)
