    You need to give more information. There's a few reasons:

    - You need to install proper drives
    - Maybe your gamepad is broken
    - Did you test gamepad on different PC?

    What is the name of your gamepad?

    How is it not working properly? What is it doing?

    I've had a problem before with a game pad and the fix was as simple as switching it from a UBS 3.0 to a USB 2.0 port instead. I don't know if you have the same problem but just a suggestion.

    ok you follow given steps...
    1. Download and install any driver updates for your controller .
    2. Make sure that your controller is properly configured in the Windows Control Panel.
    3. Check for any in-game controller settings that may need to be adjusted.

    If you continue to experience issues, please try the steps below:

    1. Open Control Panel, and go to Devices and Printers.
    2. Right-click on one of your game controllers, and click Game Controller Settings. Note the controller's location in the list. If it is not at the top, proceed to the next step.
    3. Right-click and remove all of your other controllers apart from the 360 controller / gamepad, and let them reinstall automatically.
    4. Once complete, right-click and check the list again to see if the 360 controller / gamepad is at the top. If so, try again to see if the game now detects your controller.

    This problem also happens to me, but here are some tips to help you:

    Download a App from Internet, then place settings for the Joystick.

    If the Joystick (PS3)'s 1, 2, 3, and 4 are flashing, it doesn't work.

    Try connecting it with a PS3 charger.
