FPS drops when Alt-tabbing to chrome or desktop notification flashes

Hello, i have had this issue for a pretty damn long time now but never really dealt with it until now.
I am on Windows 7 and an avid gamer.

Basically the first drops can be whenever i have Chrome open on another monitor and i Alt-Tab out of a game i am currently playing to click something in chrome.

My computer also experiences these fps drops when i get a notification on my taskbar from something like skype. Im assuming its something to do with the orange flash that the icon does when you get the notification. I saw a way around this is to use windows classic mode, but i would rather sell this pc and get a new one rather than using classic mode to be quite frank lol.

Not sure if its related or not, but FPS counters do not detect a drop in FPS even though you can clearly see it has dropped.

Im not sure if it was around that time or not, but i think it started happening around the time i started using a 144hz monitor alongside my 2 60hz. Again, i could be wrong, i can't exactly remember or not.

Current specs are:
Intel i7-4790K @ 4.00GHz CPU
Corsair 16gb RAM
