Windows 7: Sim City 4 Startup Manager App Crash

Sim City 4 Startup Manager App Crash

I cannot get the Sim City 4 Startup Manager to launch at all. It crashes immediately after I click it with a silent crash.

However, there are multiple reports that there are no issues running Sim City 4 Startup Manager on Windows 7. Even Windows 7 64-bit. But it will not run at all! Here is what the logs say
